WAPCAS is guided by a six-member Advisory Board, plus one co-opted member from a beneficiary community where the Board deems it necessary. Board members bring backgrounds spanning academia, social sciences, health, law, and accounting and auditing, alongside representation from the communities WAPCAS serves.

WAPCAS's operations are governed throughout by its constitution.
